Full text of the letter:

As you continue to develop the Administration’s Fiscal Year (FY) 2025 budget, The Task Force on American Innovation (TFAI)—an alliance of industry, professional societies, and university organizations—writes to strongly urge that you include full funding for innovation research commensurate with levels established under The CHIPS and Science Act of 2022. As you know, increased investment in federally funded basic research is essential to expanding the American STEM workforce, driving U.S. innovation, catalyzing economic competitiveness, and enhancing national security.

Specifically, the science and technology initiatives of the National Science Foundation (NSF), Department of Energy’s (DOE) Office of Science (SC), and the National Institute of Standards and Technology (NIST) received robust, long-term, and bipartisan authorizations in the CHIPS and Science Act of 2022. However, the promise and potential of the CHIPS and Science Act will not be realized until Congress and the Administration commit to fully funding it.

While we delay fulfilling the promises of The CHIPS and Science Act, competitor nations continue to gain ground as American leadership in science and technology slowly wanes. That’s why we believe now is the time for the Administration to request full funding for research at NSF, DOE SC, and NIST as authorized so that America can continue to lead the world in fundamental science research.

To compete in the international market for ideas, talent, and technological leadership, the United States needs robust and sustained federal funding for basic research across these departments and agencies. Such investment will not only advance innovation and promote economic growth but also strengthen our STEM workforce and bolster our national defense.

We look forward to working with you and the Administration as you address these issues in your budget proposal.
